{UAH} Is Museveni Smarter than you?

Who is the idiot?   Who is more ideologically disorientated?  Is it the peasant or Museveni?

A country is supposed to educate its citizens, so for Museveni cheerleaders, can you dispute and or defend the following?

U.N. education for all programs recommends that countries should spend at least 20% of their annual budget on education. Uganda spent 13.3%  in the  2013/2014 budget and 11.3% for  the 2014/2015 budget.

Out of the 8.5 million students that completed primary school in 2013 alone,  only 1.3 million could go on to secondary school.  What happened to the 7.2 million students? 

How many secondary schools has the NRM government built in the last 29 years?
