{UAH} SPECIAL CABINET MEETING

Today is a special meeting of cabinet and other ministers discussing constitutional and electoral reforms, according to Prime Minister Dr. Ruhakana Rugunda.

Federalism and or devolution of power to regions should be one of the reforms.

We should not be like Khartoum, which went federal and is now back to unitary.
