Kampala. The Inspector General of Police, Gen Kale Kayihura, has accused the police director for research and planning, Mr Edward Ochom, of incompetence.
Gen Kayihura said Mr Ochom had failed to plan for the Force.
“Under Vision 40, we are supposed to have our own strategic plan. Again my friend, Ochom! We developed the strategic policing plan but it has never come out…because, I hear, they hired a consultant and wasn’t paid (so he retained the report). Can you imagine? These people aren’t serious. I don’t know how to evaluate someone like Ochom,” Gen Kayihura said.
Research and planning directorate carries out assessment and strategies for the police.
In October last year, President Museveni renewed Mr Ochom’s three-year contract.
The police chief said Mr Ochom cannot carry out simplest of tasks like documenting the history of the police in that the institution had to hire a private company to do it.
Denial
When Mr Ochom was contacted for a comment, he denied being a non-performer, saying he had fulfilled most of the targets set by the institution.
“I can’t believe that such statements were said about me by my boss. I have done my work diligently. I am the only police director who has submitted my performance report to the personnel officer for this financial year,” Mr Ochom said.
In the past, both officers have clashed over Police Savings and Credit Co-operative Limited (PSAL) funds (about Shs10b).
Gen Kayihura wanted the money to be transferred to a new police Sacco called Exodus that was established in 2007 under his guidance.
However, Mr Ochom, who was then the vice chairman of PSAL, rejected Gen Kayihura’s suggestion, saying the transfer was illegal.
