Tycoon Netted Stealing Mbarara Bypass Construction Materials

Mbarara Deputy Resident District Commissioner, Moses Mwebesa mustered police officers and arrested a city businessman last Friday on allegations that he was stealing stone dust being used in the construction of the Mbarara Bypass.
Hajj Diriisa Katende, a motor spare parts dealer in the Western district was found with over 20 tipper trips of stone dust at his premises, in Andrews, Kakiika Mbarara and is being detained at Mbarara central police station.
Construction of the 14Km stretch was last month commissioned by President Yoweri Museveni and is expected to cost about Shs 500Billion.
Diriisa's arrest followed several reports from concerned residents about stone dust piled at his residence.
Police says they have established that the tycoon had been conniving with the road constructors to steal road materials which were found heaped on his plot in Kakiika.
Construction of the bypass which is expected to be complete by April 2016 is being undertaken by the China Railway Seventh Group (CRSG).
Diriisa claims he bought the stone dust from Rwentobo, Ntungamo district; something police says is not correlating.
The Deputy RDC Moses says that during the bypass construction launch, President Museveni ordered for the arrest of all those stealing road construction materials.
He says arrest of all those involved in this crime will continue, noting that such do cause delay of the works, and then all the blame goes back to government.
Moses said Dirisa would be taken to court and charged with theft of government property.
The bypass project is being funded majorly by the European Union, and is hoped to help decongest the fast growing Mbarara town.
The road will start from the Coca-Cola plant on Mbarara-Masaka Road at Makenke, pass through Rwebishuri, Nkokonjeru and join the Mbarara-Kabale Road at Katatumba Resort, about 5 kilometres (3.1 mi), southwest of the central business district.
