Amb. Scott Gration had to devise this thrilling method to evade the snoops the State Department Information Technology! There has to be a compelling reason to manipulate or avoid a mainstream communication system at this high level.

This sounds a lot like Sydney Sheldon's thriller, Windmills of the God, where ambassador Mary Ashley suspects everyone in her embassy is working against her, and even plotting to kill her!
