Words have it that Kenya Universities were informed about the eminent dread as early as 2015-03-25.

This particular University responded by alerting two (2!!!)armed guards.

My feeling is that the terrorists monitored carefully the format of the response and, knew well that there were only two armed guards and they might have monitored the routines also.
