{UAH} Dr Kipenji and Dr Kayondo: Should health care professionals be bound by a 'duty to warn'

In light of Lubitz's mass murder , and reports emerging that he should not have been flying in the first place, should health care professionals specifically doctors be bound by a 'duty to warn'? If so,  whom should they warn? Employers or relatives?  Put differently under what circumstances should doctors by pass informed consent of their patients  and go outside? If you will what should be the test for such a 'duty to warn'?
