The government should enforce some sort of self accounting system by all civil servants/CEO in key government position/agencies. Makerere ICT can develop such a computerised system.

This will require changing employment laws(?) particularly hiring of civil servants and installing an integrated management system: 

For instance how many School /Health Inspectors have inspected?

How many commisioners have implement government programs last and this year?

 

Why are Trade laws not hormnised within East Africa yet the law says so?

There is a problem in virtually all government agencies /authorities not delivering at all:

 

1. Job appraisals
2. Half year Work Plans
3. Job Contracts
4. Quarterly work place Appraisals
5. Occupation and Environmental law
6.  Refreshers Courses (annual)
7. Integrated Management Information Systems linked to job appraisals
8. Work place Industrial regulations
9. Labour Laws
