{UAH} NAMANVE FOREST: ATTENTION EDWARD MULINDWA

Mr Edward Mulindwa,

The Human Rights Documentation Centre is studying papers it has
recently obtained in relation to your role as a serving officer of the
State Research Bureau. You are mentioned in these hand written notes
as being involved in some of the notorious incidents that happened in
this forest between 1977-1978 when you were located at the SRB HQ in
Nakasero. Namanve forest as you will recall, was a notorious dumping
ground for individuals who were abducted and extra-judicially murdered
by the SRB, the Police Public Safety Unit and other killer agencies
employed by the regme of Idi Amin Dada. Victims whose bodies were
dumped in Namanve forest include the brother and other close
relatives of Mrs Miria Obote. The UNLF government of Godfrey Binaisa
tried to investigate the tragedy of Namanve Forest and even built a
Monument of Remembrance to remind Ugandans of the brutality of the
murderous regime of Idi Amin. But Binaisa's regime was short-lived and
subsequently no other concerted effort has been made to uncover the
secets of Namanve.

The purpose of writing to you is to seek your assistance in locating
some of the bodies that may have been dumped in Namanve Forest at the
time you worked at the SRB. The SRB is believed to have perpetrated
most of the disappearances that occurred in the period 1977-1978 when
you served at its HQ. We are convinced that the bodies of many people
who disappeared during the last days of the Amin regime may have been
dumped in Namanve Forest. We are therefore contacting all those people
who are known to have served in the SRB to provide us with any
information they have which may lead to the discovery of some of these
secret graves.

The Human Rights Documentation Centre will handle this privately and
with sensitivity if you decide that you want to assist our inquiries.
