SV: {UAH} Let us welcome Major General (Retired) Jim Muhwezi Katugugu to the UAH forum.
Ndugu OKURUT and UAH folks,
FIRST, I think with the coming of the IT and Internet world, I would hope that Mw SEMUWEMBA have known that things have changed and the freedom of media and expression shall not be censured in complete sense! We see what we air out and, or what we smell, but only that we must be responsible and respects our diversities of opinions and, or political doctrines whereby we must build the wills of hopes and tolerance since it is not a matter of 'them and us' in the alien's world!
One would hope that Mw MUHWEZI would join fellow Ugandans and he could hear and read what he could learn meanwhile some of us Ugandans would even hear or read and learn from what he could write in this UAH forum.
SECOND, I would have loved Mw SEMUWEMBA to be open since, I think the UAH forum is an open parliament of the wider Ugandans those are ready to learn and, or exchange experience meanwhile trying to compare notes to leave a better Uganda to our children and grandchildren.
In real sense, I think both Mw. MUHWEZI and Mw. SEMUWEMBA would not love to leave Ugandans with Hope and peaceful co-existence without fear instincts. This is, why I think the introductory words of Mw. SEMUWEMBA should not be read into too deeply.
I think, the atmosphere of fear which Mw. SEMUWEMBA is painting about the might be intentions of Mw. MUHWEZI does not hold any water. We all know politics in Uganda will never be that easy swimming waters otherwise we could have never read and, or heard about some deaths in Kampala street when Kabaka MUTEBI wanted to visit some areas of his own Kingdom some two or three years ago!
THIRD, I think in our open parliament in the UAH forum if Mw. MUHWEZI comes in to intimidate us, but not to be heard and him hearing us it would be living in the different era not the current one of 2015! Frankly, I think, the NRA/M7ism with the MUHWEZI came to power on the Silver Plates when the Cold War Era was crumbling as Americans and its Western World partners were in a state of paranoid and were still in need of continuing with such malaise of the Cold War Era.
LET us not forget that the late OBOTE (RIP), was the real Nationalist who was the first Chairman of the African frontline State against the Apartheid regime in the whole Southern African region. Uganda, on getting independence from Colonial Britain under the first OBOTE UPC government became the strong Centre for anti – apartheid regimes in Southern African region whereby the likes of the late MANDELA (RIP) and the ANC top leaders were granted Ugandan Passports to travel the world over. As such to Western World OBOTE must be fought to the last minute hence the reason the like of Reagan, the late US president and the UK political leaderships gave supports to the NRA/M bandits in the infamous Luwero triangle!
LASTLY, we know the likes of M7, Rugunda, Mutebile, Muhwezi, Mbabazi, Kategaya, Butagira etal when looking political asylums in the early 1970s were protected by the late OBOTE (RIP) with good covering notes to the UNHCR offices the world over. Deep inside the hearts of these anti – OBOTE including the likes of my friends Nagenda John, Mulera, Kamuntu, Kabwegyere, Kashambuzi, Mulimbwa etal. The whole of them know that if not because of the nationalistic heart of the late OBOTE (RIP) they could not be whom they are claiming to be today. This is the bitter truth.
YES, clearly, the late OBOTE was not a political saint, but again, let us not forget that the political ideological difference between OBOTE and Kabaka Muteesa II was not against the whole Buganda. Even, such political difference Kabaka Muteesa II had with the late OBOTE, I think it did not blind Kabaka Muteesa II from granting some scholarships through his own personal salaries to both several children of Acoli and Lango for the cares their parents accorded to Kabaka Muwanga. Such was the humanism sacrifice very few Ugandans would do despite the political differences.
Let us not forget that Kabaka Muwanga was the first political refugee to seek asylum in Northern Uganda across River Nile at current Karuma bride and, or across River Kafu. Kabaka Muwanga was hunted by none other than a fellow Muganda Semei KAKUNGULU, turned British Colonial mercenary who went on rampage in Northern Uganda with dire consequents to the natives of both Acoli and Lango when there was a bitter political disagreement with Kabaka Muwanga and the British Colonial Rulers in Buganda! Both Kabaka Muwanga and King Kabarega of Bunyoro Kitara in a shod at NAMUSALE inside Lake Kiyoga by KAKUNGULU near today's DOKOLO in Lango.

Let us welcome Major General (Retired) Jim Muhwezi Katugugu to the UAH forum. He is the current Minister of Information and National Guidance in the Ugandan Cabinet. He was appointed to that position in a cabinet reshuffle on 1 March 2015.He is now partly the 'boss of Facebook' in Uganda and can close UAH anytime he feels offended. Also, he is the elected Member of Parliament (MP) representing "Rujumbura County" in Rukungiri District. Mr.Muhwezi received Senior Military Police and Security Intelligence Training from Tanzania and the former Soviet Union.
Jim is a political survivor:
1-he was censured by the Parliament in 1998 for abuse of office. He however kept his Cabinet post and his parliamentary seat.
2-In June 2006, a Commission of Inquiry, headed by Hon James Munage Ogoola, found in its report that Jim Muhwezi and his two Ministers of State, were responsible for misuse of public funds. The Commission recommended prosecution, restitution and possible imprisonment if found guilty, but he is still standing and as free as a bird. Well, the case was dropped on 31 July 2012, and Muhwezi was acquitted.
3.In 1981, while serving as the officer-in-charge at Mbale Police Station, Muhwezi was arrested for his links with the then NRA rebels, but he escaped like a Denzel Washington on a mission. The story goes that together with David Sejusa, Muhwezi grabbed guns from their guards and shot them before escaping.
We want him to see the job UAH is doing by linking Ugandans in Diaspora to those at home, such that he finds no reason not to love us forever. As a survivor, he sure knows that there are many ways of keeping a forum such as UAH going for a long time.
