{UAH} INFORMATION MINISTRY LAUNCHES CIVIC EDUCATION!

This statement below by J Muwhezi, is wrong. It shows why the NRM government has failed. Because they look at the person rather than the legislation, mandates and rules. It cannot be the people but the law that govern and directs such people and institutions. 

Addressing more than 100 leaders during the launch in Rukungiri Town last Saturday, Information minister Jim Muhwezi said the move is intended to remind leaders that they are critical pillars of development, constitutionalism and good governance.
