SV: {UAH} Gov't offers 60,000 oil scholarships to districts in the Albertine Grabben, except Kibaale District.

Mw Miriima,
Is this not the trick for 2016 election by the NRA/M7ism regime?

Government announced over the weekend that the Ministry of Education had created 60,000 scholarships, which it had ring-fenced specifically for the benefit of students in the districts in the ben includeoil rich regions in the Albertine Grabben.

According to The New Vision of June 9, 2015, front page, and page eight,"The scholarships are ring fenced for students in the Albertine region".

The minister of Education, Maj Jessica Alupo, said the scholaships will be awarded starting this August.

She mentioned the beneficiary districts in the Albetine Grabben as, Hoima, Masindi,Buliisa,Kabarole,Kaseese, Bundibugyo, Kanungu,Nebbi, and Amuru.

Does Kibaale District fall under the Albertine Grabben or not? If Kibaale is not considered for these scholraships yet, according to current Geography, Albertine Grabben consists of all thos districts including Kibaale District. Indeed, Lake Mwitanzige(Albert) hence Albertine Grabben, clearly includes Ndaiga and the whole of kibaale District.
If Kibaale is discriminated against would this be the continuation of the policy of keeping the indigenous people, Banyoro of Kibaale backward as it has been during British Protectorate days.?
