Electoral Commission okays Mbabazi, warns on posters
Kampala. The Electoral Commission (EC) has given former Prime Minister and Presidential aspirant Amama Mbabazi the greenlight to consult the electorate but put a caveat on what he should do during the said consultations.
In a June 18 letter to Mbabazi's lawyers, Muwema & Company Advocates, Dr Badru M Kiggundu, the EC chairperson, said campaigns for elective positions will only begin after the EC has duly nominated the candidates for the elective posts.
"Section 3 of the Presidential elections Act, 2005, as ably captured in your letter, provides for aspirants consultations, activities involved inclusive, in preparations for nominations."
EC nominations for presidential candidates are set for October 5 to 6," the letter reads in part.
The EC chair, however, warns Mr Mbabazi against engaging in activities such as distribution of campaign materials before nominations.
"These consultations, however, should be distinguished from distribution of campaign materials, campaigns, holding rallies and mass meetings and canvassing/soliciting for votes envisaged under Sections 21 and 24 of Part V of the presidential elections act, 2005.
On June 16, Mr Mbabazi wrote to the EC detailing the various areas he will be touring around the country in preparations for his nomination as a Presidential candidate.
Attorney General Freddie Ruhindi also told journalists on Friday that the former prime minister was free to hold consultations with supporters if he plans to formulate his manifesto.
However, Mr Ruhindi said he (Mbabazi) has to do the consultations within the guidelines of the Public Order Management Act and other laws.
