{UAH} How Smart Amama Mbabazi Foiled His Former Boss President Museveni’s Order of Arrest

On June 15 this year, John Patrick Amama Mbabazi, the former Premier, who also happened to be President Yoweri Museveni's Mr. Fix-It-All, finally dropped the declaration of his lifetime.


As it is now common place, Amama declaration was about his desire to vie for the twin jobs of the NRM National chairman and the presidency.

We shall not go into the rumblings-- from several NRM honchos starting with the president—which flooded the place and still pouring out-- following Amama's historical decision. Those flare-ups other media have accorded due justice.

What are we putting forward then? We are unveiling a plot, which the top NRM leadership and other security apparatuses as well had allegedly woven to arrest before he could declare his bid.

According to highly placed intelligence and State House sources, Amama's seizure had been planned to coincide with Museveni's visit to South Africa.

Security had found such timing to be convenient for the reason that it could remove the blame for Amama's arrest from the president. Or at least, the same would  give the impression that it were security—rather than the president—who were doing their normal work of implementing law and order, according to our sources.

To this connection, security had been detailed to blame social media guru Robert Shaka's aka Tom Voltaire's (TVO) social media  work on Amama. Since he had manned the country's top intelligence agencies before, security had been instructed to say it was Amama who was leaking top national secrets to (TVO). In doing this, security would argue, Amama's intention was to embarrass the president and government and thereby furthering his presidential bid.

Indeed soonest Amama had declared his bid, Museveni rushed from South Africa to declare how Amama and his people were using the social media to propagate a hate campaign between Banyankore and Bakiga.

Museveni belongs to the Banyankore ethnic group while Amama is from the Bakiga tribe. The 2016 presidential race between Museveni and Amama, as well as the previous ones pitting the president against Dr Warren Kizza Besigye Kifeefe, have been seen by pundits as a battle by the Bakiga to wrestle power from Banyankore.

Any wonder then that Police boss IGP Gen Kale Kayihura has since moved faster to introduce the Social Media squad who besides fighting social media abuse are empowered to seize campaign funds?

Above all, there is a law on our penal code criminalizing tribalism. By accusing Amama and 'his people' of propagating 'tribal hatred', one can clearly discern what the security people were up to. They wanted to box the former premier into the suspect's dock and possibly into the coolers by using the law on sectarianism.

On the other hand, security also toyed with the idea of resurrecting old scandals such as one of Temangalo and National Social Security Fund (NSSF) controversial land deal. And one that involved bribes, which oil investors allegedly gave to Amama during his time as prime minister, to help them fix parliament into passing favorable oil laws.

Since it is president Museveni who defended Amama when such scandals cropped up, going on to paint the man in nice colours of Mr. Clean, who is therefore above corruption, security found the above charges unsustainable against the Kanungu man.

This is when Museveni legal handlers advised the Head of state to have Amama arrested upon calling a meeting to declare his bid and introduce the hate crimes. By zeroing on this strategy, security anticipated that Amama would declare his bid at Serena hotel or any other such place. As such, security would lay in waiting for him and arrest him.

Above all, security had planned to use the Public Order Management Bill (POMB) to stop Amama from making his declaration in public. As security always argue, even in Amama's case, police had been coached to say that Amama had been stopped for failure to seek prior clearance from IGP Kale Kayihura before going ahead to hold a public gathering.

But was Amama simply sleeping? No sir! As Museveni game planners were busy strategizing against the man, his moles inside their ranks (Museveni's camp) were busy delivering whatever mischief that was being planned to their paymaster.

When Amama's camp sensed that Museveni's camp had finally put final touches on his arrest strategy, he decided to abandon the idea of declaring his presidential bid inside a hotel or public place.

Politically suave, Amama chose to record his declaration via You Tube. Aware of the fact that the opponent had the luxury of time, to make him able to foil his plan, Amama decided to use only five minutes to record his presidential bid.

Above all, Amama chose to declare his bid at an awkward time when security chiefs were either sleeping or recovering from the previous night's sleep to make notice.

This is how Amama managed to undo the long planned arrest in a record five minutes.
