Letter of Gen Kale Kayihura to Amama Mbabazi on national-wide consultations

Notice of Intention to hold public meeting by Hon. Amama Mbabazi

I refer to your letter on the above subject, dated 16 June 2015, giving notice of proposed public meetings under section 5 of the Public Order Management Act, 2013 in which you provide a programme for country-wide consultation in various parts of Uganda between July and August, 2015 as an aspiring candidate under s.3 of the Presidential Elections Act, 2005.

I, also refer to the two letters from the Chairperson of the Electoral Commission to you, dated 18th June 2015, and 22nd June 2015, respectively on the above mentioned subject matter. I, further, refer to legal opinion of the Attorney General of Uganda on the matter contained in a letter to me dated 18th June 2015.

The purpose of my request for the opinion of the Attorney General, was, mainly, for guidance on whether or not the public meetings that you intend to hold are lawful.

In that regard, and as advised by the Attorney General, I had to, first, establish whether, as an aspiring candidate for President for the 2016 general elections, you have been sponsored or endorsed by a political party or political organisation or are independent of a political party or political organization. Note that in your above mentioned letter to me, you were not clear on the matter.

Subsequently, I established from the Chairperson of the Electoral Commission that you are aspiring as a Presidential candidate under NRM.

I, also, sought and got the position of the NRM. I refer to a letter from the Secretary General of the NRM to me and copied to yourself, dated 20th June 2015 stating the party position on the matter.

From the letter, it is clear that your party has neither sponsored nor endorsed you as an aspirant within the meaning o the NRM Constitution and law, and that you have no lock stand to hold public meetings as a prospective presidential flag bearer of the NRM Political Organisation and/or presidential aspirant, and that your aspirations are illegal. (Not p.3 of the above mentioned letter)

Accordingly, in view of the above, your programme of public meeting are not cleared by the Police, and cannot go ahead as intended until, as requested by the Chairman of the Electoral Commission, you first "harmonise the position in your letter of introduction to the Electoral Commission and that of your party-the NRM" (Note the letter from the Chairperson, Electoral Commission to yourself dated 22nd June 2015).

There are other issued relating to the requirements under the Public Order Management Act which I will communicate to you, after you have showed evidence to the Police that your intended public meetings are lawful.

For avoidance of doubt, I have attached the above mentioned references.

and many stupid followers dont have a clue that what kayihura is doing deserves an immediate recall from his office.

its only in uganda that such things are allowed to happen without citizens rising up and get to be counted. the state belongs to citizens not to a click of mafias

Isn't it Mbabazi the architect of the Public Order Management Act which is now used against him?

For 30 years, Mbabazi has devoted all his effort and energy to design a system which is now used against him. That is what call cutting the branch that one is sitting on.

It is clear that Mbabazi is within the law as a Ugandan to aspire for presidency. He clearly stated that he will run in his party as a flag bearer and that gives him the right to start campaigning for that position, pure and simple.

As always, Gen. Tear gas Kale Kayihura didn't hesitate to show where his side of bread is battered. Mbabazi is not new to all this, he is the architect and has been part of it for the last 30 years.

This is what I call a fetal attraction classic political movie between Mbabazi and M7. The both claim that the love Uganda dearly and they will do anything to cling on power. I wish they both go away.

Kaikuzi Kalyekezi is the most predictable sycophant of the Dictator.

He knows his fortunes are directly linked with the man whose butt he kisses for a living, who has made him rich beyond his wildest dreams, while the rank and file in Police live like cockroaches in partitioned tin structures like the one that burnt down recently housing eighty families.

Kaikuzi has a convoy complete with a private chef, so he is living the good life.

So the Dictators fears are his fears because of all the atrocities and human rights abuses he has occasioned on innocent un armed Ugandans in the name of keeping his master/partner in crime in power.

At times I want to cry for the country when supposed to be eminent people like Kayihura are being denuded by the so called power they wield to try to provoke the "wanainchi" into anarchy!

However I instead cry for those stooges and their families, because as history tells us, no one wants to be called Rwakasisi, Obore, Forouk, Guwon, Nasur, Obote, Amin because of their past misdeeds.

They have brought untold sufferings to their kith and kin through their actions and omissions when they had "power".

Look at how Akena despite all the pampering from the mother and state house (allegedly) looks disillusioned and trying to find his bearings!

All his brothers have literally refused to be associated with their father, yet in all honesty Dr. Obote did a lot of great things despite the shortfall he had in some areas.

If one were to ask Kaihura from a lay man's point of view, "which of the constitutions or laws is supreme?".

The NRM (or NRM-O because it's very amorphous) that the partisan Bugiri yellow Lady is fronting? And has Kayihura really read through the NRM-O constitution (in which case it will justify he is one of them) to believe in the letter of the so called Secretary General of NRM-O?

Folks, note down the names of all Kayihura's relatives, friends and in-laws so that when the time of reckoning comes, they should be used as examples for aspiring leaders who harbor the intention of misusing power.

What has happened to Ugandan leaders? What laws are they interpreting?

One does not need to first be endorsed by a political party to aspire to be president and thereafter consult for that matter!

Please be fair to us, Uganda is much bigger than all of us including M7 whom you appear to promote at all costs to the chagrin of his opponents( not enemies).

Remember JPAM was a more blue-eyed boy yestarday! Today its him, 2moro its Kayihura. Better wake up!

Gen. Kaihura, in his sycophancy, is driving a counter-intuiti ve agenda by progressives with the NRM, of exposing the true Gen. Museveni to the World.

By 2020, if Kaihura's efforts will achieve their unintended consequences, Gen. Museveni will be mentioned in the company of the likes of Abacha, Mobutu, Mugabe, and the like. And that is exactly what the progressive NRM wants.

Why? The progressive NRM membership is not ready to go down in history as a group that did nothing when Gen. Museveni morphed into a shameless dictator. It is not a battle for power, it a struggle over legacy. Now, Gen. Kaihura is inadvertently following the expected plan.

By the way aspirations are not illegal but actions may be illegal according to the Laws governing Presido elections please do not confuse the two.

Anyone can aspire to something even KB aspired and aspiring to be Ugandan President so why anyone with unmeasurable desire for the highest office in the Pearl of Africa uhm?

1. Mr Kayihura who claims is a layer should revisit the letters and read btn lines so as to differentiate between an aspirant and a candidate, then comments the legallity of Mbabazi schedule.

2. He is expected to be non patisan and he should remember that so many ugandans are watching and bright enough to understand the law.

3. These people( police army, RDC,DISOS) should all stop testing our patience

4. you still have authority to deny his rights as u do to others, so u can go ahead but know that some of you will live to answer. Stand warned

Who is the Complainant in this one of the many sorry episodes of our pseudo democracy.

Kayihura, Museveni or both? If the EC gives Mbabazi a go ahead on the basis that the electoral laws permit consultation and Kayihura turns around and says no the law does not permit Mbabazi, then the EC is either so incompetent and should not be left to supervise the elections or there are two interpretations of the Law and Kayihura, although not surprised, elected to interpret it in favour of Museveni.

I was always under the mistaken belief that Kayihura is there to enforce the law not to interpret it. He is now a rogue IG and should be impeached for blatantly engaging in partisan politics.

Where are the legal experts to enlighten us?

Dear God! Now the whole Inspector General of Police of the entire Republic of Uganda is now guided in the execution of his duties by the Secretary General of the NRM party!!!

Note that he does not go into the advice of the Attorney General and neither does he delve much into the what the EC said!

Instead he rushes to the SG of NRM and then forms a position based neither on what the Attorney General of Uganda says nor what the EC says but on the predictably obvious position of the sycophant Secretary General of NRM!

One sycophant leading another! If Kayihura is suddenly so zealous about the leadership wrangles in the NRM why then does he not intervene in the those that are apparent in the other political parties??

I will answer my own question. KAYIHURA IS AN INSPECTOR GENERAL OF POLICE FOR THE NRM AND NOT THE REPUBLIC OF UGANDA!!! FULLY BOUGHT AND PAID FOR!!! Enough said!!
