A June 10 letter from the council directs Ms Kawooya to appear before its Quality Assurance Committee "for a fair hearing" today at the NCHE offices.
"You may choose to do so in person or in writing. If your defence is in writing, it should be addressed to the executive director of the NCHE provided it is submitted no later than 8am on June 25," said Prof. Opuda Asibo, the executive director of the NCHE.
The invitation follows a Supreme Court ruling that the NCHE had powers to probe Ms Kawooya's academic papers. The MP had in 2010 run to the Constitutional Court to block NCHE from recalling and verifying her academic papers.
But the Supreme Court held that NCHE is mandated to investigate academic papers and in stopping it, it would be freezing its mandate.
"NCHE, by law, has the duty to recall or investigate any academic papers. So this court cannot stop the council from performing its duty in cases where there is fraud or the same has been suspected," court ruled.
Ms Kawooya had got a clearance from NCHE to stand for election on December 8, 2005, based on a Bachelor of Arts degree she reportedly obtained from Nkumba University.
The NCHE letter indicates that Knightsbridge University where Ms Kawooya claims to have obtained a degree in Public Administration does not exist in the United Kingdom.
Yesterday Ms Kawooya described the development as persecution by her political competitors in Sembabule. While referring to various letters from Nkumba University and her lawyers, Ms Kawooya said the matter has since been resolved and settled.
"I have been away but the letter was not sent to me. And even then, my lawyers have responded and lawyers from Nkumba University wrote indicating that no sufficient evidence against me was found," the MP said in a telephone interview.
