The idea of vouchers or bursaries is a great one. So why did districts abolish the bursary grants they used to give students?
Another way to promote some of the ideas especially that of students studying in other national schools away from home is to actually embrace quota. make all national schools admit students from all districts.
That means national schools will have to have different admission criteria in including cut off points. That way UPE and USE students get a chance to go to the leading schools, Ntare, SMACK, Gayaza, Budo, MACOS, Namagunga, Kibuli, Mwiri, Nabumali , St Peters, Jinja college, Nabbingo, Nabisunsa, Teso college, Nyakasura, Comboni, Layibi , Nyapea, TGs, etc.
The Govt can enforce such a policy.
