{UAH} WHO STARTED EARLY CAMPAIGNS IN NRM?

Although mobilisation by aspirants isn't barred under the current law,
what's the difference from campaigning? "Campaigns" have been going on
all over at all levels since the last polls.

In Iganga dictrict, for example, last i checked there were 28
aspirants for woman MP seat combing the bushes.

In Okoro, Kashaari, Sheema South, Mukono South, Igara West, Kampala
woman (Shifra put up posters from way back including in neighbouring
districts), etc, "campaigns" started way back. and this is to cut the
story short.

All parties are involved but it's in NRM where "campaigns" gained
steam at the highest level with teams which later morphed into Poor
Youth began "campaigning" for Mbabazi as early as i could remember but
most pronounced late 2011.

They would send out communications using various platforms with some
telling whoever was close that they will be appointed to Cabinet in
the Mbabazi gov't.

Those boys were already going countrywide mobilising for the man as
early as mid 2013. Red Pepper extensively covered them. Other media
didn't take it as serious news as they thought nobody could campaign
so early. They didn't believe they (mobilisers) were working for him
(Mbabazi) as they seemed so detached from his style of doing things
yet he was aware and agreeable.

At the time, some of us wrote in the press criticising pro-Musevenists
for being complacent much as they thought they were sticking to rules.
The Kyankwanzi resolution, on the other hand, was done in Feb. 2014
and was a reaction to moves by those boys.

And that's the problem of Uganda! Having ambiguous laws, none at all
or not implementing those in existence and people claim there is
dictatorship. That law must be made clear and fortified to say even
mobilisation for political office is limited to within one or half a
year to elections. Since everybody would be starting "late", what's
the bother? Why the unease?

New comers always say incumbents are failures and unpopular so why
rush to start mobilising against them if they already "finished"?

One failure of NRM is carrying meek laws and that's something for
which i would revenge with my vote.

This confusion is because of laissez faire way of doing things. It
tempts the greedy to jump queues.
