The statement WBK makes requires a more considered response than the ad hominem of 'insane'. He is stressing the point that many of you the federalist agitators are missing. You think that officials are corrupt under unitary government because they are detached sentimentally from the amorphous unitary entity.
We need to go back and reflect on the drivers of corruption as a means of primitive accumulation. It has little to do with identity/sentimental questions. Put those officials anywhere, they will still be corrupt. Federal Buganda is actually a living example of that syndrome. While Buganda had £1 million in its coffers by the end of 1958, this had dwindled to a mere £465,000 in 1960. In 1963, it was in the red by £226,863. How that money went was one of the dirvers of the 1966 crisis and most of it was squirreled away by corrupt federal officials.
So, a hyena is a hyena, whether in the unitary game park or devolved/decentralised/federated zoo, or is it 'Wild Life Education Centre'.

WB:--Here you write;If corruption is on the rise in Kenya as alleged it is because it has been decentralized to the 47 counties plus the national government. So it could be worse 47 more times.
A sane mind does not make such a statement.Tolerance is a stage in civilisation!
