During the April 2011 walk-to-work riots, Besigye was intercepted at Yusuf Lule road from Mulago Roundabout and in the process, Arinaitwe broke his car window with a pistol butt and a hammer while his colleague sprayed the rtd colonel with pepper spray.
JPAM answered some questions put forward by journalist outside parliament where he noted that police "acted within the law and nothing wrong was done"
He quoted section 2 of the Criminal Procedure Code act that permits police to use all means necessary to effect an arrest where a person forcibly resists the endeavour to arrest him/her.
"Besigye's act of of refusing police directives to remain home , made the action of the police justified."
"Arinaitwe could have acted a little high handed but he was justified in effecting the arrest," JPAM noted.
Asked to comment on Besigyes walk to work he noted"My brother should act within the law and police guidelines ".
