the illusion associated to Buganda's federal demand are baseless and should be abandoned. the history of Federalism from a globe perspective shows that no nation has adopted full blown Federalism. Note even the USA. Federalism usually begins at a lower level and as time goes on, state after state will board the bandwagon. The Decentralization program in Uganda in 1989, started with a pilot project of 13 districts. As i write all the 80 districts have now been accommodated in the Decentralization bus

Buganda's quest for Federalism is historical and is attached a number of constitutional agreements, which may not be ignored. Buganda is big in size as compared with the rest of the viable regions. Well and good: but of course all Federation have varying sizes i state formation. Switzerland is much smaller than Uganda, but it is federation. Buganda is a case of Asymmetrical state relateble to Quebec in Canada and California in the USA. in terms of influences Bugandas wealth is quite negligible.

In Federalism, the presence of competition on a number of occasion, will override the issue of influence and size. Competitive Governance carries a number of attributes in Federalism. Bugandas rich mosaic of traditional in association to its spectacular totemic domain could be a source of survival in the tourist market. if one was to analyze the source of wealth in Uganda, the state of Buganda may not loom very much . Real wealth lies in areas like Kasese, Ankole, tororo, Bunyoro, Bugisu, Busoga, etc.
