A couple of months ago (upon return from a trip to Turkey), Mr Ofono Opondo
wondered where the african mans education go after he / she has obtained it.

OF ANTIQUITY AND MEDIEVAL CULTURAL HERITAGE)).
YES, ALLOW ME BORROW THE SAME. Only this time around, my beef is with the CIVIL ENGENEERS, ROAD CONSTRUCTION SPECIALISTS, CONSULTANS, TECHNOCRATS, CONTRACT SPECIALISTS.
Yes, especially contract specialists.
Don't get me wrong. The NRM regime has invested a huge in road constructions in GULU AND THE NORTHERN REGION . And, I trully appreciate it. And for that, coupled with rural electrfication, the NRM has already won election 2016. Even I would vote NRM IFWERE LEGIBLE TODAY!!!
Basically all the main roads in Gulu town are under ressurection.
MY FRUSTRATION IS WITH WHAT ACCORDING TO ME SHOULD HAVE BEEN PART OF THE
CONTRACT FORMAT.
That is where Ofono Opondo's "where does the education of the African go" comes in.
I do no pretend I know the content of those construction contracts or how the tenancy agreements for respective constructor ser ut. But, a lot is wanting.
In Gulu, the Juba-Gulu stretch is fine in as far as the tarmac on the road is concerned. BUT, DISASTROUS IN AS FAR AS THE TRADING CENTERS THEY PASS TROUGH ARE CONCERNED.
Just take for example at LUKWIYAKARE ST MARYS LACOR. One wonders what the contract specialists were doing in their negotiations or what demands were inbaked.
The Juba-Gulu road has been elevated higher than the original road level. This makes it difficult for dwelling along the roads. We had a huge city jeep but still it was difficult to come to the main road without the exhaust pipes suffering.
Let alone that, the contract does not consider the portion between the tarmaced road and the shops. The contract should have included that!!!!!!
As it is, when it rains, what should have been made beautiful pedestrian pavements and car / boda / bicycle parking lots is instead a flood right infront of the shops. So the busy shopping center is just mud and dust!!!!!
From a traffic safety point of view, driving into the main drive way from the villages is a risk as one is compelled th give more gas to climb on to the road!!
IT SHOULD HAVE BEEN MADE LUCIDLY CLEAR ON THE CONTRACT THAT WHEN EVER THE CONSTRUCTION PASSES THROUGH A TRADING CENTER, IT SHOULD BE ENLARGED TO COVER THE ENTIRE AREA UP TO THE PAVEMENTS OF THE SHOPS!!!
And through towns, pedetrian ways should be compulsary part of the contract.
GULU-LAYIBI ROAD is another Hell of a sight as long as the pedestrian and parking lots are not part and parcel!! And I ain't touching the snail pace of the construction, yet!

Having a cordial chart with the road constructors to air my views. This is on Gulu Custom Corner road. The Market I was driving to was only a few hundred meters in the back ground. My home is only a kilometer behind me. But they wanted me to drive back to Mican, through Gulu High school, through Custom Corner , to Layibi and round to Gulu town and this temporary market (( a distance of one kilometer becomes 15km)!!!!!! LUCKLY, THIS TIME AROUND THEY ALLOWE ME TO DRIVE CROSS
