While Charles Onyango-Obbo is entertaining here with his usual witty observations, I have serious issues with what he says about a specific rally that President Obote addressed sometime in 1981.
Here is the offending para:
At his rallies, however, Obote — a sharp chap when he was in his element and sober — noticed that the women were generally well dressed and did not look as poor as he had expected they would.
On further inquiry he found out that the women were attending his rallies in turns. A village had a few decent dresses, so one group of women would wear them, dash to the rally for a few minutes to see Obote, then go back and hand over the dresses to other women who were waiting to also go to the rally.
I find that both untrue and impractical.
First, unless Charles is talking about a few women, I don't see a situation where women would be dashing to a nearby village to swap clothes. And even if they did, it's unlikely that the in-coming group would gain access to the front of the crowd in order for Obote to see how well-dressed they were!
Moreover, security and even Obote would have realized that something was amiss if the women kept exiting the venue, only for a similar number of women to return wearing same clothes!
