{UAH} PHONE TAPPING SURFACES AGAIN IN OUR DEBATES:

According to JPAM and he seems to be right again, It's illegal for an officer of the law to wiretap or phone tap somebody without a court order.I think his opinion carries enough weight for me to listen to with respect.
But how come our facebook lawyers such as Brother Edgar Muvunyi Tabaro, George Okello, et al, have never bothered to alert us to these things? It looks like Uganda is not Nazi Germany yet, although Gen.Kayihura and his defenders want to push us that way and turn our police into a Gestapo.
Question: Is Gen.Kayihura still subjected to legal procedure if he wants to record a conversation between him and Mbabazi or anybody else? In other words, is it illegal to record a conversation in which at least of one the parties to the conversation knows that he is recording, and does it also require a court warrant?
