{UAH} Rebel NRM MPs Pull another Revolt on Museveni as Amama Sticks on His Guns Featured

The NRM gang of four rebel MPs have rejected their chairman president Yoweri Museveni's latest directive to withdraw their Supreme Court appeal against the party displinary committee ruling dismissing them from parliament.

The appeal is against deputy justice Steven Kavuma's controversial order that Theodore Ssekikubo (Lwemiyaga), Wilfred Niwagaba (Ndorwa East), Hajj Nsereko Mutumba (Kampala Central) and Barnabas Tinkasimire (Buyaga West) vacate their respective seats in parliament following their dismissal by the party.

The four were dismissed on recommendation of the NRM disciplinary committee chaired by deputy party chairman Hajj Moses Kigongo for "taking positions contrary to the party's."

Out-of-favor NRM stalwart John Patrick Amama Mbabazi, who was NRM secretary general at the time, filed the disciplinary proceedings in question against the four MPs.

Mbabazi wrote to Speaker Rebecca Kadaga to deny the quartet seats in parliament since the party whose ticket they stood on for the parliament had withdraw confidence in them.

Kadaga rejected Mbabazi's request going on to create special seats for the MPs to the ire of president Museveni who wanted to the MPs dismissal to serve as a lesson for his party MPs who deviate from the party line.

NRM filed a case in the constitutional court denouncing Kadaga's position. By retaining the Ssekikuubo's, NRM argued Kadaga was denying the ruling party numbers in parliament since the quartet had been dismissed.

The party lawyers led by Kiryowa Kiwanuka argued that Kadaga erred in creating special seats for the MPs. The noted that MPs are supposed to belong to known political parties or to be independent of any party.

Sitting as a single judge, Justice Kavuma overruled Kadaga and directed an immediate removal of the four MPs from parliament.

The gang of four MPs moved to the Supreme Court, which directed the stay of Kavuma's directives until after the Supreme Court had looked into the legislators' complaints and ruled on them.

Now that former premier Amama is said to be in secret meetings with the rebel MPs asking them to support his own 2016 presidential bid, president Museveni has joined the fray to sway them to his side.

In a meeting at State House on Wednesday, we understand that the president asked the four MPs to withdraw their appeal from the Supreme Court as one of the conditions for the party to rescind their dismissal.

The president also asked the MPs to register afresh for the membership of the party since they had been dismissed.

The MPs, however, responded angrily to their chairman's conditions. "We are not fools to abide by the conditions set by the president," Ssekikubo ranted.

Qualifying his statement, Ssekikuubo pointed out that withdrawing the case would mean that they abide by their dismissal from the party, which is not the case, and someone can easily use the withdrawal to throw them out of parliament.

"We have an appeal before the supreme court. We have made our submissions and NRM has submitted theirs'.  Court is about to give its judgement. Why the hurry then of withdrawing the case unless someone is up to something fishy?," Ssekikuubo quipped.

Ssekikuubo stated that they cannot register their party membership before the Supreme Court has pronounced itself on the matter.

On his part, Hajj Nsereko Mutumba stated that they are not desperate as to discuss with the president from a weakened position.

"We are not dying to be NRM members at all costs. We must be listened to not dictated to. We have our well known democratic issues that be addressed. Short of which, we are not in for the deal," Nsereko declared.

All the same, Nsereko welcomes president Museveni's change of heart from, saying embracing peace talks other than dictating terms, is the only solution for problems bedeviling NRM and the country at large.
