{UAH} [SEMUSU] WHERE DID YOU DERIVE YOUR FACTS & FIGURES ON THE DEMAND FOR FEDERALISM?
Mr Mugabansonga,
You raise important points below but one is left wondering as to the basis of your assertions. You say:
"Odoki report revealed that up-to 65% of the memoranda from regions other than Buganda supported the federal system of Government."
I will quote for you how that report summarises the sentiments for and against federalism at the national level:
"From statistical analysis of views received, it clearly appeared that the first two lower levels of Resistance Councils (RCs) and the individual and group memoranda preferred the federal form while RC 3, 4 and 5 preferred the unitary form. In analysing the individual and group memoranda which prefer the federal form, the majority of these were from Buganda. From the reports of seminars at district and sub-county level as well as other seminars, the issue of the form of government again proved controversial. The majority of such reports from Buganda preferred the federal system while those from the Eastern, Northern and Western areas preferred the unitary form"
[Paragraph 9.8 of "The report of the Uganda Constitutional Commission, 1993"]
That figure of 65% you are citing was in actual fact 67%; and it was 67% of 1,000 group and individual memoranda from Buganda referred to in that quote above. What you are telling us is in fact the exact opposite of what the report states.
The interesting statements many of you are making are weakening, nay, cheapening you cause for federo.

Subject: {UAH} WHY FEDERAL SYSTEM FOR UGANDA?
--The Demand and debate about Federalism started Long time ago even before independence, have already revealed that federalism was an issue dueling the Lancaster house of London constitution talks. Furthermore, before Independence was granted to us by the British Government, to some extent, one would say that Uganda existed as a confederation. There big and small Nations as well as big, District all coordinated under the command of Her majesty's Government. in the Constituent assembly, Federalism featured very prominently. and here the people of Buganda greatly supported the concept; so did the rest of Uganda. the Odoki report revealed that up-to 65% of the memoranda from regions other than Buganda supported the federal system of Government.
