•FEDERALISM IS NOT SYNONYMOUS WITH THE LATIN WORD FEDUS DERIVED FROM THE PRINCIPLE OF FEDERAL THEOLOGY, IN THE JARGON OF POLITICAL SCIENCE FEDERALISM DENOTES FREEDOM AND AGREEMENT ON THE BASIS OF LAW OF SOCIAL CONTRACT BETWEEN THE GOVERNORS AND THE GOVERNED AS ADVANCED BY LEADING POLITICAL SCHOLAR LIKE JOHN LOCKE, THOMAS HOBBES, EDMUND BURKE, ALEXANDER HAMILTON AND JAMES MADISON. IN SUMMARY FEDERALISM IS THE SCIENCE OF INTERGOVERNMENTAL RELATIONS, WHICH ENABLES THE REGION TO CONSTITUTIONALLY SHARE STATE POWER BETWEEN THE CENTER AND THE REGION

•ANKOLE, BUSOGA BUNYOLO,TOORO, BUGISU, KARAMOJA, ACHOLI, BUGANDA LANGO BUKEDI, KIGEZI SEBEI, TESO, WEST NILE, MADI,

•Each one of each independence administrative unites was associated to a court of Arms,an Anthem and in some cases a flag. The commitment to those sources of cultural and traditional pride is real and is a symbol of Unity in diversity.

•In the attempt to formulate the new Federal state, one needs to borrow a leaf from the independence state and district which formed the basis of modern Uganda. In the sturdy I conducted prior to the passing of the 1995 Constitution, i comm out with 14 states.
Kalamoja, Bukedi , Sebei, Bugisu, West Nile, Bunyoro, Rwenzori, Acholi, Busoga, Ankole, Buganda, Lango, Kigezi,Teso.
