When electoral reforms were brought in the house, MPs said they don't have time to debate, but about creation of new constituencies, MPs have instructed Electoral commission to immediately incorporate new constituencies in 2016 elections and also finance ministry to immediately allocate money to construct new parliament chambers to accommodate new MPs.

Result : Life presidency and a possible Kaguta Dynasty.

Conclusion:  despite the shortcomings, Amin was more patriotic than Museveni.
