So Gulu municipality loses money due to unitary, and the cultural leader of Acholi stole money for his people due to unitarism. And one can opine that this kind of reasoning states that under federalism thee will not be a Gulu municipality and there will not be an Acholi leader.
I am going back to bed I need to sleep more may be by the time I wake up this reasoning will have faded away.

Just like everything else wrong with the unitary system, by the time authority arrives its too little too late. In a federal system the auditors would be in situ and not come from Rwakitura a year late to audit loot.

GULU- Findings by the Office of the Auditor General (AG) and Public Procurement and Disposal of Public Assets (PPDA) show that Gulu Municipal council did not account for Shs393m of public funds in financial years 2012/2013 and 2013/2014.
According to the report, there was no accountability for Shs369.9m meant for different activities in the municipality in 2012/2013 financial year and Shs24m remained unaccounted for in the financial year 2013/2014.
"There were no documents presented to the auditors indicating accountability for the above funds at the time the audit was carried out. I advised accounting officers to obtain accountabilities or recovery be made," said Mr Stephen Ijala, the principal Auditor in charge of northern region.
Local government accounts committee of Parliament team led by Ms Winnie Kizza last Thursday tasked the municipal officials to provide accountability for the funds.
Ms Kizza said technical persons who have not accounted for funds will be held liable. She added that in many cases, leaders responsible for accountabilities try to hide under claim of witch-hunt and politics, yet they fail to do their work as expected.
"...We are not massaging corruption, Ms Kizza said.
However, Gulu deputy town clerk John Omona said there are documents indicating that funds were accounted for. He explained that by the time his office received the said documents, the audit had been carried out.
"I have written letters to those responsible for accountability and I will ensure that funds are accounted for or recovered from them in the shortest period possible," said Mr Omona.
Retired Bishop of Kitgum Anglican Diocese Baker Ochola expressed disappointment over what he called a corrupt system in the country. He decried absence of proper measures to hold responsible people accountable.
"...if you do not imprison these thieves, there will never be sufficient service delivery...," said Bishop Ochola.
Tolerance is a stage in civilisation!
