I doubt if we have a comprehensive transport plan. Kampala is expanding and there seems no end to it. This will somehow have to stop if we are to avoid unintended consequences.
Jinja road traffic is catastrophic and the assumption that in the next five –ten year period we will solve the problem by building a super high between Kampala and Jinja is a mere dream – every year there is increased trade and affluence hence traffic.
The passenger and goods train has to be restarted immediately between Iganga – Jinja - Kampala. Goods from Mombasa could travel to Buloba – Bujjuko by train. This is a good location with good connection to Gulu Nimule, Arua -Oraba, Masaka Mutkula - Katuna and Fortportal - Bwera roads.
Northern by pass has not solved the traffic problem in Kampala!
We have to thin ahead of events. All bulky goods have to travel by train this will solve the tear and ware on the Jinja Kampala road. In fact all bulk trade i.e. machinery, construction material, wholesale trade should move to the industrial area which has good railway and road network.
Kyambogo warehouses along the raod should be phased out immediately and the area retrned to the intended industrail location..
Entebbe has to be integrated into this system with rapid transit system a combination of a buses , airport cabs , water and light train system. This implies Ndebba has to become a local/internal passenger terminal. The current railway station at Kampala is too small (where do buses load and offload passengers) and has to remain serving international passengers. Mukwano has to move his factory were it is located if the Kampala Train station is to expand. But even then evauation of passengers becomes a problem with poor road connection which is not the case with Ndeeba.
Entebbe has to be connected to Kampala using the water transport system implying Kitubulu or near the wild life center a new water terminal has to be built. People traffic from Entebbe will either have to choose; buses, railway, water or airport cabs.
People travelling from Northern, Eastern Uganda can travel to the airport from Jinja in 25 minutes. Gulu road from Luwero or Bombo has to come into this system. Trucks from Juba, Yei should not entre the city unless the conditions demands so. This implies Luwero has to develop a goods shade , warehouses and transport hub connected to the railway system from Jinja, Entebbe etc.
Kampala – Bombo railway system has to be restarted! This system will have to be extended to Atiak to connect to Kitgum and Adjumani and then Koboko – trade here is going to increase once south sudan settle down soon. There is a possibility of Koboko being connected to Central African Republic by a super high way.
There is certainly increased and traditional trade plus passenger cargo between Uganda and Congo Kinshasa and now Rwanda –with the northern corridor I hope this will be taken care of. Once still given cargo to Europe via Entebbe it is only logical that there is need for huge goods shade, cold storage facility plus a processing centre in Mpigi.
In between these locations the government will have to outlaw commercial developments other than organised residences and ecological sites to disjoin the city (stop city expansion) with these industrial and Transport hubs/nodes.
If all taxis/matatus where bringing home 70000 shs daily the 10000 matatus in Kampala will be bringing in 252 billion Uganda shilling a year with an investment of just 40 billion - imagine a small investment bringing in 6 times as much revenue - Uganda is a very rich country with very non responsive technocrats.
