WHY UPC SHALL RISE AND SHINE AGAIN UNDER AKENA PRESIDENCY
The campaign of misrepresentation by the former UPC Vice President Joseph Bossa and David Pulkol pertaining UPC District Conferences Elections of 30th May 2015 that culminated into swearing in of J. Akena, MP as UPC President on 1st July 2015 at Lugogo UMA Hall is a point of serious concern that deserves response from all Party Members. Both of these two gentlemen conducting the vociferous attacks on Akena and the entire UPC Electoral process were Presidential candidates with six others in the same elections. The positions put forward aggressively in these destructive campaigns by the two principals are full of false hoods derived from very superficial and distorted analysis and outlook of UPC Politics ,Internal Democracy and its entire electoral processes.
In order to counter, more systematically, the lies in this campaign, with the truths and figures about what happened on 30th May 2015 and 1st July 2015, as a contribution to the enlightenment of millions of UPC members and Ugandans committed to democracy and streamlining of our national politics, let me inform you that I am the former National Youth Leader in Ambassador Olara Otunnu Government and have served UPC in many capacities as a member of Central Executive Committee Elected twice from Lira District in 2005 and 2011 respectively. I also served as Communication Officer and Mobilization Secretary under Mama Miria Obote Presidency before being appointed by Ambassador Olara Otunnu as UPC National Youth Leader in 2012 and recently as part of the Planning team and support staff to UPC Party Electoral Commission
First the vilification of Akena as a mole sent by President Museveni and NRM to destroy UPC now a washed in the media as propagated by Joseph Bossa and Pulkol is a big lie, an insult to Akena, UPC members and a threat to the corporate existence of UPC. Every Ugandan knows that Akena is twice elected as a Member of Parliament for Lira Municipality on UPC Ticket and first contested for UPC Presidency in 2010 where Otunnu won and he became a runner up and it is the same year of 2010 where Both Joseph Bossa and David Pulkol who worked with President Museveni in various capacities surfaced in UPC. The two principals who are now conducting smear campaigns against Akena and Misrepresenting UPC Politics have, for over a decade worked with Museveni with their last assignments being Legal Advisor to Bank of Uganda and Director General of External Security Organisation respectively, therefore they don't have any moral authority to accuse Akena of being in bed with the state when they themselves could be classified as true moles since their actions are not in the interest of UPC.
Secondly, the legality of the delegate's conference as described by Joseph Bossa and portrayed in Sunday Monitor of 5th July 2015 is quite disturbing, full of distortions and amazing. Akena never called a delegates conference but a consultative meeting constituted by members of National Council and annual delegate's conference upon being petitioned by Mr.Osinde Michael –a UPC delegate from Tororo to convene the meeting and he obliged, its only that one member of ADC Mr. Higenyi Kemba moved a motion for the delegates to properly constitute themselves into a delegates conference that was seconded by Mrs. Kellen Mugizi the newly appointed UPC National Woman Leader and UPC Woman Leader from Bushenyi and Atim Brenda Kinyera the new UPC National Youth Leader and UPC Youth Leader from Gulu District. The justification for members constituting themselves into a delegate's conference was premised on Ambassador Otunnu postponement of The Party delegates conference indefinitely that amounted to staging a constitutional coup against the Party Constitution yet the time line to 2016 general elections and the question of mobilizing resources to fund candidates who are going to contest in those elections are pressing hard on the Party and issues of utilization of Party funds needed discussions.
Thirdly, the accusations labeled against Akena of staging a coup against Ambassador Otunnu government are grossly misrepresented. The truth is that Akena foiled a coup against the Party Constitution since Ambassador Otunnu through the Elections Review Board was going to cancel and annul the entire elections of District Conferences of 30th May 2015. The appointment of the Election Review Board by the former Party President Ambassador Olara Otunnu to resolve election issues is contrary to the UPC Constitution, the 1995 Constitution and Electoral laws of Uganda since all election disputes are supposed to be handled by the Party Electoral Commission and at the National level it is only the Electoral Commission who attend to election disputes, petitions and grievances. When a particular candidate is not satisfied with the election exercise, he or she seeks redress in the courts of laws but not with any Election Review Board, therefore Akena action was not only timely but saved the Party from being plunged into a constitutional crisis, chaos and paralysis.
Fourthly under Akena Presidency UPC is in safe hands, those spreading harmful propaganda are in for a rude shock and these are the reasons why UPC Shall Rise and Shine again under his able stewardship
a. Akena campaign theme was Loud and Clear 'Strengthening Our Firm Foundation Through Grassroots Mobilisation', therefore he will guide the Party members and harnessed their efforts in rebuilding, revitalizing and rejuvenating our Party through setting up FUNCTIONAL GRASSROOT STRUCTURES where they don't exist and renewing and revamping where they exist but are weak. UPC shall not be reduced to a Press Conference Party at Uganda House like was under Ambassador Otunnu but UPC MANIFESTO SHALL BE TAKEN TO THE GRASS ROOTS.
b. While expanding UPC Political BASE in a achieving the same as above, Akena plans to make YOUTH and WOMEN the pillar of UPC. The issue of institutionalisation of the Youth and Women Leagues as directed by the National Council in 2011 is long overdue as no Party Organs were convened by Ambassador Olara Otunnu. Akena informed Party members, Partners and the general Public that the documents for operationalisation of the UPC Youth and Women Leagues given to the delegates on 1st July 2015 at Lugogo Uma Hall will be presented to the National Council for approval under his stewardship and right now mobilisation of Youth, PWDS and Elders to participate in the fourth coming National Youth Council Elections, PWDS and Elders Elections have TAKEN OFF AGGRESSIVELY
c. Akena in his address to the delegates informed members that he will work with Women, Youth and Workers and together take UPC message to the citizens of Uganda by investing heavily in UPC Party regalia that will include T. Shirts, Badges, Cards, Pens, Congress Brochures, the Congress songs and
a) Reviving the Peoples News Paper
b) Weekly Press Conferences
c) Use of Social Media i.e. Face book, WhatsApp, Twitter, YouTube and Video Clips to make our message reach a wider public
d) Availing Party Policy Documents like Manifesto, Constitutions to all UPC Party members and the general public
e) Akena personally noticed with keen interest the publication of list of intending 2016 Parliamentary Candidates by Monitor Newspaper of Monday 15th/ June/2015 where the UPC Party true Parliamentary Candidates numbers were not reflected, Akena REAFFIRMED the position of his leadership to mobilize UPC members to participate at all leadership levels right from LC1 Chairpersons, LC2 Chairpersons and Councilors, LC3 Chairpersons and Councilors, LC4 and Councilors, LC5 Chairpersons and Councilors and Parliamentary Candidates. He called upon the Party Leadership in the Districts to vigorously engage in candidate's identification and compilations for all elective positions in preparations for the Party Primaries as we gear to field candidates in all Local Government Elective positions. I believe you have been availed with copies of Candidates Identification Forms. Akena assured delegates.
f) Akena leadership will popularize UPC Ideology to everyone in this Country of ours; everybody in this Motherland Uganda will start reciting the Congress ideology everywhere!!! We are a Social Democratic Party and in this inline Akena intend to set up UPC ideological school to cause ideological clarity among UPC members and beyond. The Ideological School currently is being hosted at the Party Headquarters run by Mr. Christopher Lwanga!!! Congress members know UPC ideology for the last five years was not only distorted but shamelessly adulterated by Otunnu regime. Akena have already introduced UPC Ideology Class at Party Headquarters managed by Lwanga Christopher and I invite the Youth and all Congress members visit the Party Headquarters on 6th Floor Uganda House.
g) Akena has instituted three committees already to fast track the work of the Party,that is Finance and Resource Mobilisation Committee that would look into all issues of Party funds including utilisation of those funds .The Manifesto Committee that have already worked on a skeleton manifesto for 2016 general elections . The Constitutional Review Committee to comprehensively review all the gaps and hallmarks in our New Party Constitution and looking forward to constituting Education and Health Committees for the Party
h) Finally the current campaign to convince UPC Members and Ugandans that Akena is a mole sent by Museveni/NRM and destined to destroy UPC are built on the systematic misrepresentation of the truth about the nature of UPC internal Politics, propaganda, distortions and failure to accept what has taken place that Akena actually won the 30th May 2015 UPC District Conferences Elections and what is taking place right inside UPC Party that Akena is NOW IS THE PRESIDENT OF UPC. This misrepresentation is derived from the politics of very narrow and backward-looking vested interests, and are informed with a particular twisted outlook on UPC Politics .I call upon all Congress members wherever you are to stand up, every time and everywhere, to oppose this campaign and firmly counter all attempts to divide and set Congress members to fight each other. We must instead organize and work hard, looking far ahead, determined to build a great future for our Party and Country.
