{UAH} Follow guidelines for cultural institutions; case of Kisoro's illegal king

PRESS RELEASE

ILLEGALITY OF THE ENTHRONEMENT OF MR.CESAR AUGUSTUS MULENGA AS KING OF
THE PEOPLE OF KISORO

1. The Ministry of Gender, Labour and Social Development has learnt of
the allegations that a one Mr. Cesar Augustus Mulenga has been
enthroned as the king of the people of Kisoro in western Uganda. The
Ministry of Gender, Labour and Social Development which is mandated to
advise Government on matters of culture disassociates itself from the
purported enthronement.The Ministry hereby informs the general public
and in particular the people of Kisoro that the installation of a
traditional or cultural leader in any area of Uganda is guided by the
Institution of Traditional or Cultural Leaders Act, 2011.

2. The Law provides for the process of installation of a traditional
or cultural leader only if a person derives allegiance from birth; or
descent in accordance with Article 246(1) to (6) of the Constitution.
Before enthronement of the king, the Law further provides that a
traditional or cultural leader can be instituted in accordance with
the culture, customs and traditions of the people to whom it applies;
or in accordance with the wishes and aspirations of the people to whom
it applies, through a resolution of not less than two thirds of all
members of the district Local Councils and sub county local government
councils respectively in the area.

3. The Ministry does not have any communication in writing whatsoever
to indicate that the supporters of Mr. Cesar Augustus Mulenga have
duly followed the process. Therefore, Mr. Cesar Augustus Mulenga's
enthronement as the King of the people of Kisoro is contrary to the
provisions in the Institution of Traditional or Cultural Leaders Act,
2011, since the Ministry has not received any communication on the
existence of the traditional leader as per the Law.

4. Consequently, the Ministry hereby directs Mr. Cesar Augustus
Mulenga and his supporters to stop forthwith his activities on matters
related to the creation of a traditional or cultural institution in
the region.

5. The Ministry further appeals to all the communities in the region
to stay calm and desist from violence at this period as Government
addresses this issue. I wish to state that other communities who
harbour similar intentions are advised to take note of the process
prescribed under the Law. By copy of this press release, the Inspector
General of Police and other Law enforcement agencies in the region are
informed and directed to take appropriate action.
