{UAH} For God's Sake Plan & Build the 11 Municipalities as you talk politics

What could be a reasonable budget for investing and developing the 11 municipalities if design and modelling work fall under government ministries like architectural, sport facilities modeling etc. Help Construction engineers Economists put reason shilling value
It would be better to understand if Uganda can or can't plan, design and build towns.

Uganda has all enabling laws to make our towns really livable and habitable for human beings - I mean homo sapiens if I might be misunderstood.

1. The Town and Country Planning Act 1964

2. The Public Health Act  1964

3. The Physical Planning Act 2010

4. Environment Act 1999


The above laws are implemented by


a. Town Clerks who are in place

b. District and Municipal Health workers/Inspectors

c. District and Municipal Engineers

d. Districtt and Municipal Education Inspectors

e. Physical Planners

f. District & Municipal Sports Officers etc


all of them are there and on pay roll but ding virtually nothing!


Let me repeat – Africans are not pigs or monkeys:


Really, why should African people continue to live in such filthy environments? Are Africa worthy being called human beings if we can't solve such simple human facts? Planning the municipalities and building them on given international standards will increase agricultural production 11 folds.

 

Let us pour all the money we can get into the existing 11 municipalities and build the following infrastructure:

 

a.       Drainage and Storm water systems

b.      Organised human  (estates UPDF /NSSF) all people must live in health environments (Malaria, jiggers etc)

c.       Road networks in the municipalities must be well designed and developed

d.      Commercial and industrial locations so that people stop conducting business on road sides

e.      Water and Sewerage works should be started on immediately.

f.        Let all Community Public schools and health care facilities with > 1000 clients be renovated

g.       Public Transport infrastructure between and connecting all these municipalities

h.      Create small hydro dams in each of these municipalities to make each municipality power independent as a security measure

i.         Silo and Cold storage facilities

j.        Markets are being repaired but they need fresh food stuff storage and water facilities to clean the produce (disallow unwashed food stuffs from markets)

k.       Build all the sports /games facilities – each municipality has a play ground which should be elevated to all open games facility

l.         Parks and Recreation grounds – all municipalities must have > 20 acres of natural forest Cities 40 acres

m.   Internet, telephony, cableTv, digital radio infrastructure connecting all the 11 municipalities Etc.

P   Post office facilities

-- why is it that Ugandans have no jobs and do not feel happy in their country - it is simply that the above are lacking!
