Minister Elioda Tumwesigye's explanation for Uganda's pathetic health system is that theft is embedded in health workers' genes. In the short arm of Chromosome 9 to be exact - the same gene controls the manufacture of enzymes that lead to compulsive thoughts about stealing goats.
The same people who used to steal goats as children ended up running Uganda's health system, while instead it is the saints who ended up becoming MPs, Government Ministers, Pension Managers, CHOGM Managers, GAVI managers, Global Fund Managers, UNRA Managers, Junk Helicopter procurement managers, Heads of State, URA revenue collectors, and 'Muhwezi-like Objects'. Oh, bambi! As a result of this occupational mishap - sending the saints to the Ministries and thieves to do the healing work - the country does not have sufficient money to run its health system, yet the thieves are mopping up the precious pocket change given to run Uganda's 'Health related cesspools (a.k.a Hospitals and Health Centers)'. Sorry for all of you going to Mulago and other health facilities where you are asked to buy drugs - it is your fault for perpetually transmitting your bad gene pool to a horde of thieving health workers. The entire health service, according to the Minister, needs 'genetic sanitization' to remove the thrifty gene.
Now, this is the kind of crap that Ugandans get when they put their trust in a Kakistocracy. Ask Rwanda and Cuba whether the successful transformation their health systems was achieved through dimwitted procrastination! Let me apply for something in molecular biology. Looks like the minister will be creating jobs soon. Need to help him solve this problem!
