Justice Catherine Bamugemereire has thrown out of the hearing of the commission ofinquiry into Uganda National Roads Authority (UNRA) a lawyer who turned up in a pairtrousers and a white blouse.

Maureen Kemigisha came to the commission to listen to her client, Joe Semugooma, UNRA'ssuspended director of finance and administrationgiving his testimony at Imperial Royale Hotel in Kampala on Thursday.

Kemigisha, who arrived after Semugooma had started testifying under examination by the probe'scounsel, Mary K. Kutesa, sat next to her clientbut she was ordered to leave shortly by the judge.

"Who is that person sitting near the witness? Bamugemereire, who chairs the commissionasked.

"Your lordship, my name is Maureen Kemigisha, counsel for the witness. I came in late because Ihad a matter in court," she replied.

"Is that the way you went to court," the judge asked. "No, my lord," Kemigisha replied.

"Can you go back and dress properly because I cannot see you (meaning Kemigisha had notobserved the dress code for barristers appearing before a court)," Justice Bamugemereire ordered.

Kemigisha walked out of the Hall, and she had not yet returned by the time the commission discharged Semugooma.
