Faced with undeniable evidence that doctors at Mulago referral hospital refer patients to their clinics to buy medicine, the minister for Health ventures into the root cause of these corrupt practices: those doctors were just born corrupt.

Who will help the common Mukasa when he gets sick, and can't afford medicine at the clinics owned by government doctors? Another role for UPDF?
