{UAH} Ocen, WBK//UNEB charges politician 8X more to verify certificates

Why is UNEB getting away with this broad day robbery?
While everyone else pays shs. 35,000 to get examination results verified, prospective candidates for political office are being charged shs. 270,000!
This is sheer fee gauging, targeted at a specific group.
Moreover, UNEB is not offering an plausible reason for this exorbitant charges. For example, if the additional charges were to defray costs associated with shortening the time for the verification, I would probably allow it. But, no, there's explanation forthcoming.
Could this heavy cost of paper verification be aimed at weeding out "poor" candidates?
