{UAH} DR MAKUMBI MUST BACK OFF ARONDA INQUEST
THE JUSTICE FORUM (JEEMA)
OFFICE OF THE PUBLICITY SECRETARY
Party Headquarters, Mengo, Kampala
Weekly Press Briefing
(Embargoed Till Thursday, September 17, 2015 at 11 hrs EAST)
Dr Makumbi shouldn't lead Aronda death Inquest this time
The Justice Forum (JEEMA) joins the nation in mourning the passing on of General Aronda Nyakairima, a cabinet minister and former Chief of Defense Forces (CDF).
Owing to the mystery surrounding this sudden death, it's logical that an inquest is conducted to help relatives and the general public from speculations.
However, from previous experiences, this process if were to proceed as arranged, is yet another waste of public resources.
In the present circumstances, investigations are once again being led by Dr James Makumbi, the Chief of Medical Services in the national military and other agencies. But his track record casts suspicions over his conduct.
In 2007 he led a team of pathologists to Nairobi, Kenya to initiate an inquest into the death of Brig Noble Mayombo's equally mysterious demise.
Eight years down the road today, both Mayombo's family and the public are yet to be informed of the outcome of that investigation.
The public is entitled to knowing the cause of such mysterious deaths given that the deceased are high profiled public servants upon whom they have a stake and on whose tax contributions, state funerals are performed.
The failure by Dr Makumbi to live up to the public's expectations prompts question marks about his professional credibility today and in the past.
During the Obote II government of early eighties, as a medical superintendent at Mulago Hospital, Dr Makumbi was the one who embalmed and concealed the body of the first NRA commander Ahmed Seguya at the school of Anatomy.
Thus, together with Dr Stanley Tumwine, they used part of Mulago hospital to render services to NRM causalities. They would later variously serve as health cabinet ministers in NRM government.
Before, this they had fled to exile in Nairobi after Obote's intelligence had bumped into a shell supplying pharmaceuticals to NRA rebels.
Joined there by Dr Jack Luyombya they comprised part of the NRM team to the Nairobi peace talks.
By these conducts; was doctor Makumbi still committed to the professional doctor's Hippocratic Oath? Can the nation trust his conduct today? Why is he the only one consistently leading the inquests that conceal results regarding high profiled Ugandans?
Therefore, JEEMA demands that this time round investigations into Gen Aronda's death be led by a different doctor and findings thereof availed to both family members and the public.
We pray for your eternal peace, Aronda.
