KAMPALA.
The Chief of Defence Forces, Gen Katumba Wamala, has petitioned the NRM electoral commission (EC) to cancel the nomination of serving UPDF officers who returned nomination papers to the commission but have not been retired from the army.
A source in the NRM legal department told Daily Monitor that Gen Katumba pointed out that serving UPDF officers are now allowed to participate in partisan politics yet this violates the law.
The UPDF spokesperson, Col Paddy Ankunda, confirmed that Gen Katumba had issued a warning to the officers although he quickly added that he had not yet seen the petition to the EC.
"I have not seen the letter but that is not the issue. No serving officer is allowed to participate in partisan politics. The Chief Of Defence Forces (CDF) had warned all of us (serving officers) much earlier against engaging in politics before retiring," Col Ankunda said.
Speaking to journalists yesterday at the party EC offices on Kyadondo Road, Mr Mubarak Kalungi, one of the party's legal officers, said one of the aspirants talked about in the CDF's letter had been summoned to respond to the petition.
"You have to be patient, there are many interesting things that the EC chairman will announce soon. We want to do this expeditiously," Mr Kalungi said, adding: "As a legal team, we shall scrutinise all the petitions and ensure a fair process. When we receive a petition, we inform those implicated, if they fail to respond they will be disqualified for that."
There are 300 petitions before the NRM electoral commission against persons who have picked nomination forms. Some of the complaints raised include failure to retire from government jobs, lack of academic qualifications and age.
Meanwhile, the Central Executive Committee (CEC), will advise on the flaws in the concluded NRM elections for village and special interest groups. In several areas, complaints about missing names on the voters' register while other polling stations used the yellow book (NRM register) to conduct the election.
The media and communications officer at the NRM Secretariat Mr Rogers Mulindwa, said the irregularities would be corrected.
