Uganda stalls UPDF withdrawal from South Sudan

Uganda Peoples Defense Force (UPDF) will not withdraw from South Sudan just yet despite instructions by the South Sudanese government for foreign troops to leave the country starting September 27. 
The South Sudan government asked Uganda to withdraw her troops from the regions of Bor and Juba where they had been deployed to allow for the implementation of the peace agreement signed recently.

The peace agreement, to which South Sudan President Salva Kiir and his rival Riek Machar signed, requires that both parties request all foreign militias deployed in the country to withdraw their troops and allow for deployment of an independent peacekeeping force to oversee the demilitarization of Juba.
The withdrawal request to Uganda was contained in a letter dated September 21, with South Sudan saying it was seeking to review the status of forces agreement that had been signed between the two countries in light of the developments under the peace agreement but UPDF spokesperson, Paddy Ankunda says they have not received any instructions to withdraw.
Ankunda says UPDF is still 'monitoring the situation' in the country before considering the option of withdrawing. South Sudan's Ambassador to Uganda, Samuel Luate Lominsuk declined to comment saying that he wasn't in the country but maintained that his embassy will have a comment on it soon.

South Sudan announced last week that the phased withdraw of UPDF troops would kick off on September 27 evening. UPDF's withdrawal is central to the commitment of the South Sudan government to implement the peace deal that was signed last month in Addis Ababa and Juba.  
Under the agreement, all foreign forces are expected to be withdrawn from the country in 45 days after the signing of the agreement.
UPDF, deployed to South Sudan in December 2013 and has been guarding key installations in Juba and also protecting the strategic town of Bor against being over-run by the rebels.
