{UAH} Ugandans poor in public speaking - study

Typical, this survey tells us of symptoms, rather than causes of a disease!
But I would be interested to dig deeper and find out why:
Could it be that majority of the respondents suffer from glossophobia or some other kind of speaking anxiety? Or, that are they unfamiliar with the topics under discussion? Better yet, may be they are addressing the wrong crowd - requiring language adjustment/ of differing social status, etc.
Whatever the root cause, it's the employer's responsibility to assign an employee who has proven to be good at public speaking to make any form of public presentation. Blindingly assigning an employee to make a public speech, just because the topic under discussion falls under that employee, is to make assumption in management.
This deficiency can be arrested though: Toastmaster is a good start.
