This officer has such a colorful history that should cause concern to Ugandans, especially around election times. His record in Rukingiri election violence sine 2001 is well documented. Now with Kakooza Mutale already onboard in some capacity, the forthcoming elections will likely be characterized by overt violence, and tramped up criminal charges.
