Would I were a soothsayer with a tiny bit of the gift to talk to bridges and rain.
Jokes aside,from the picture, the Puranga river is a tiny stream that requires no complex bridge construction.
I guess the Namatala one is just of the sort.
You might be surprised that all rules and procedures were broken from the construction bidding, choice of design, inspection, overseering,
material choices (both test and composition of the same).
Don't be surprised if the companies that won the tenders were not thoroughly investigated or had their competences checked.
Don't be surprised if the composition of the concrete in either case is not compartible with the desired construction
but they passed the tests for certification, anyway.
Let alone the companies supervising engineers and overseers, these kind of projects involve supervising engineers and overseers from both the national road authorities and the ministry of works as well.
So, ask yourself, who were the engineers from the government side in the inspection team?
Hang them and the companies involved out.
Let me tel you, last summer when I was in Uganda, I travelled to Gulu. These Chinese are very funy. O.K., that they want to give employment opportunities to the local youths, I do understand. But, many of their construction machines were just laughable.
They would not get that tender under ordinary close scrutiny in a normal situation.
Even mixing the concrete at some bridges were done using "MUSCLE POWER".
The same was at Minakulu. And, I never saw inspectors from the government side overseering the constructions.
Perhaps they tend to wait to inspect the finished product only?
I did post about those here on UAH. Mixing "Koto-koto" (concrete) manually with spades!?!?!?!??!?!?
No wonder the construction of a short stretch on the Gulu- Kampala road lasts for ever.
May be for example only one bag of cement is used where three is desirable. The difference is sold to local house constructors?!
THAT IS WHY I CONSIDERED THE DISCHARGE OF ALL UGANDA NATIONAL ROAD AUTHORITY PERSONNEL TO HAVE BEEN A GOOD DRAW.

Sure this is an urgent issue but not exactly disaster.
First and fore most, it must be investigated thoroughly while other alternative routes are used or temporary bridge is used.
This brings us to the Uganda National road authority issue. How was the inspection and certification process carried out?
How was the format of the contract? The material tests (hållfasthet)?
Which construction company? etceteras etc osv mm

This truck broke the bridge wile it tried to cross from Lira to Pader
The Puranga Bridge on Aswa River has crumbled, cutting off the road that connects three districts in Acholi Sub region to Lira.
The Bridge collapsed on Tuesday evening around 9pm when a heavy trailer carrying hundreds ofbags of cement from Lira district to Pader tried to cross it.
According to eye witnesses and pictures from the scene, the heavy trailer was submerged in the water with its load.
The bridge connects Pader, Agago and Kitgum districts to Lira and therefore Kampala and the central region.
Speaking to ChimpReports on phone on Wednesday, the Aruu county Member of Parliament Samuel Odonga Otto whose constituency is in Pader district said the "life" route for three districts has been cut off as there isn't an alternative route.
"Our life route that serves lucrative and basic passage for unimaginable districts unfortunately collapsed last night. It connects my constituency, my district and two other surrounding districts to Lira," Otto said on phone.
Otto called for immediate intervention from the government to arrest the unavoidable scarcity of goods in the three districts if the bridge in not fixed.
"Government should make this tragedy the first disaster priority at the moment. An urgent action needs to be taken to save the people from the sky rocketing prices also affected by the approaching Christmas season," Otto said.
