It is not only Kampala sinking. This is a "nornmal" African reality. Even right where you are. In fact, you too bear the lions share of the blame because you live there and have been living there all these years as the decay persists.
Uganda is like ......, help me out,..How many million people? Out of that, how many institutions of education are there? And, out of that, how many
graduate with ((on paper)) excellent engineering qualifications (each year from the sea of Universities and technical institutions)?
They call themselves engineers, town planners or urban and rural planners, architects, teachers, adminstrators.........God knows what!
So, how come? Seems to me that the issue is deeper and, the federalists too still come from the same culture including you!!!
Don't try to run away pretending that you are not part and parcel. YOU ARE!! Unlike Laduma who does not live there.
You have been living there all along!!
I guess you might first have to deal with that culture bit. SOME PEOPLE CALL CULTURE "MINDSET". But we know they mean culture.
WHAT YOU GOT IS WHAT YOU HAVE.

Without federalism, Kampala will continue to sink. A once capital city where the amount of rainfall has not changed but had no flood, clearly shows that someone is not doing their job because they are always asleep from eating the bread buttered locally by public hand.
In a federated Uganda, such sleeping will be history. Everyman, woman and beast will do their fair share and there will be no sleeping and no flooding.
