of course, election campaign period is the same the world over but, the particular infrastructures
in context ARE THERE UNDER CONSTRUCTION. It is not a fantasy. The roads are under construction and many nearly under completion.
Rural electrification is there too.
And that is calling a spade for a spade. Go there and find out.
Noe investers, innovators, community developers as well as politicians have to elevate to the next phase drawing maxium utility from the same.
For example, all schools should be electrified, All "Centers" or local community centers should have public reading facilities so that all disadvantaged pupils also draw utility from the rural electrification scheme. They should now begin to plan better youth extra circular activities.
But as said, these are processes in different phases. Can the people of Kampala for example say they do not want electricity? That they do not want tarmac roads?
