{UAH} BUGANDA CLANS AND FEDERALISM!!

Acholi of late, are beginning to align themselves more and more along their clans and sub clans. The Payira clan, the Bobi clan, the Lamogi etc etc. Much as these clans are bound together by their allegiance to the Rwot Mo of Acholi, it lacks the cohesiveness of the Buganda clans who kowtow to a single authority. In reality, this goes to prove that social order was alive in Acholi as it was in most African tribes, The one commonality is that the clan system was bone of allegiance to a head/chief, as a means of protection. A protection racket with a tribal tint. In Acholi for instance, the formation of some Acholi sub-clans can be traced back as recently, as the 19th century. A very recent history if you asked me and it goes to prove that one can start his clan even tomorrow, anywhere outside Acholi. This social construct, however federal in concept, it is short on political order.
Considering that the clan arrangement is the first step to social order and federalism being a rational that supports the concept that, public decision-making occurs at the level most likely to generate right and effective decisions and responsibility for determining, administering and delivering those services and activities deemed to be in the public sector should rest at the most appropriate level. The clan to the most traditional minded, is deemed to be at the most appropriate level. The question is; how can this social order that served this time and other tribes well, be forged into political order?
