Here is one thing Museveni could easily blame the West for causing but foremost I believe he will blame with NO idea of what it is.

Climate Change

An Ottawa reporter for the Ottawa Citizen who writes often on our modaland once asked me if Africans know anything about Climate Change. My answer to her was very brief. I said how could they know when their own presidents dont know anything about climate change.

It will take the decimation of Ituri forest and drying of Lake Victoria for the African to know there is such a thing called Climate Change. As long as those nature signatures live on the African landscape even the few educated native African environmentalist will report to their uninformed presidents that kwa ukwanza, we dont have ice and snow therefore Africa is and will never be affected by what the west calls Climate Change - BUT first, these environmentalists will need a lot of tutoring for esp Museveni of all African presidents, on Climate Change.

Why esp Museveni?

Take a quick look around Africa's presidents and you will know that Museveni will be the slowest learner in class on Climate Change 101. All else are "Quick Learns". Museveni's brain is permanently in Neanderthal years when all thinking was about survival with brutality and any surprise question on a a topic unrelated to power and brutality is doomed to Kinyankole proverbs. Some, I have been told, arent even Kinyankole proverbs but his own concoctions.White questioner 

Dude instantly invokes the African situation of a lion attacking a village and Nduru is sounded for all neighboring villages to confront the beast and that was how Uganda fought down HIV.

And the stupid White man woowed and believed the Baboon as some rare species of African intellectual leader just bcos he confused White journalist who didnt notice that all around them fellow Black African reporters held pens down.
