THE QUESTIONS I AM ASKING YOU ARE PATINENT AND UTTERLY VIABLE REGARDLESS OF WHICH FORM OF DEMOCRACY. Even more so, I am particularly trying to figure out why your "federalism" is not biting in Acoli if it were as an urgent priority as youholler here .  

Could it be because it is not a peoples priority?  

Let me ask you again, what do you view as the most urgent development to invest on this coming mandates over to 2030?

Let me say it again too, that these  roads and bridges are not primarily for the President but for the people. And when they are poorly constructed it is the people who risk their lives. Not the President.

More so, when a political decision is made, implementation is delegated to you experts  to overseer.

Therefore, to me , it is awkward that an intelligent peer, a trained citizen who is aware of hazardous mal constructions keeps  quite and let the practice continue simply because the state power wielder is another other than his own party.

Sincerely, such a person does not get my vote. Those are the peers leting the people down!!!!!

This in essence, captures your inner feeling towards the hapless. You think these people content rather than resorted or resigned to the small pictures. The Gulu in Gulu also want the big picture you enjoy except for  good for nothing government that is stood in their way.
One of the big picture that the people of Gulu want is decide for themselves through federalism and rightfully so. Because its the only system that will set them free from patronising attitude such yours and Mu7's and that is the point at which i want to start, not by building a community centre which the community has to have permission to use it a gather in it should come from Kanyihura or they will fall prey to POMB. But instituting federalism as the foundation of good governance and the rest will fall in place.

Reading through what Hon Amama Mbabazi pronounced at both Gulu and Arua,
I see clearly the link to the on going infrastructure investments in roads and electricity.

For example, when Hon Mbabazi talks about inveting on cultural centers, it is obvious that would be a next stage made possible due to good communication and investment on rural electrification. Without that fundamental stage ashore, investments in cultural centers would be very corrugated.

In effect, that is what I view asequillibration of access to and share of the culture. Do you see it?

infrastructure investments as on going in roads and rural electrification is very foundamental for a lot other development programes.

So, now that we have good relatively good road and power supply, how and where do we go from here sir?

Now that you've been proved wronged you have resorted to Akim sujui,  I have already answered you and the heavens know i did. I will repeat that now, We need federalism as a system first and fore most. Quit building roads for appeasement, quit making unfulfilled promises, quit, lying to Ugandans that you have brought stability and for goodness sake quit the warped notion that its only the NRM that govern Uganda, concentrate on laying a federal foundation that will see infrastructure development mushroom uniformly. Federal is the bedrock of stability and that is what is priority to me.
I pray now you know what Akim places ahead of all things.

I knew it would amount to Laduma but, thats alright. I see that appalling state. But,as I said, in my world, development is not finite!!!
In all the countries around the world, all societies, all groupings, all families, development is never finite.

Problem is, in Akims world, development is like a load that once in place, that is it!! That is why Akim talks about shortages he should have been the one to bring to agenda.

The issue is Mr. Akim, for you to tell me what in your view is the most acute development (both cultural, social and economical) ambition the Ugandan government should invest in for the coming mandate and following mandate periods over to 2030?

That is the kind of stuff that I am more keen to debate and that was part of the project I engaged in while in Uganda:identifying key development issues
for a certain project  work. I collected quite a lot of materials / documentations.

One thing I can happily say is that yours and my perspectives diverge. That of course, is part of the beauty of democracy.
I am more intersted in "now that we have relatively good roads, rural electrification schemes etc, where do we go from here"?
What are most beneficial utility do we prioritate?

I shall be in Uganda soon. Perhaps we shall meet?
