{UAH} Changed rules for elections?!

I have noticed cars draped in NRM colours in Jinja with no number plates cruising with total impunity even as police officers sheepishly look on!  Is this phenomenon tolerable during elections time so that we can all discard our number plates and put on the party colours of our choice!?!  Please inform us what other laws dont apply during this time so we can also get in on the game!
