Why should John Pombe Mugufuli fail where Kagame succeeds? JPM has even better chances of success since all arms of the law in Tanzania, can easily fall in line to fight the evil.
1. It is not true that all the elite in Africa are corrupt- my findings tells me the contrary since this is a small group of people with specific characterstics.
2. The corrupt is a well connected group of people who can manipulate the system without far of retribution. Not all can do that.
3. The above group normally if they are above 35 years of age – then they must have experienced some criminal or have a criminal background or backed by a past criminal.
4. If they are below 35 years of age, they must have some characteristics associated with youth and group behavior!
5. As in case of Uganda, some elite are co-opted into corruption for fear of losing their vacancies or as a means of keeping low in a chaotic environment
6. Additionaly, there is a hard core corrupt lot and these are normally protected by the law; i.e. the police, army and courts. This group is associated or have a past history with group 4.
7. Corruption in Uganda and Kenya is also fueled by tribal/power affiliation hence the small elite circuit where the loot rotates. This is exactly the case in Uganda and Kenya.
8. Corrupt people are always not straight forward -ask who would you like to work with and how long have you known him/her and the tale will unfold
9. They want to work with their tribesmen or associates in the act
If you read through a temperate I have developed you can detect corruption prune individual on sight of first interaction.
